In 1949, the Department of industry of Pingyuan Provincial People's government built an oil plant in Daokou Town, Huaxian County, Puyang District, Pingyuan province. Pingyuan Province was established by decree of the North China People's Government on August 1, 1949, with the provincial capital in Xinxiang City. The Pingyuan province is composed of six regions, two cities, 56 counties and one mining area in the west of Shandong, the north of Henan and the south of Hebei Province.
The newly-built oil plant includes 515 square meters of machinery workshops, 575 square meters of warehouses, and 1,600 square meters of office dormitories. It was completed and put into operation in March 1950.

After the founding of the People’s Republic of China, Huaxian county was subordinate to Puyang special area of pingyuan province. In November 1952, Pingyuan province was abolished and Huaxian County returned to Henan Province, which was still Puyang special area. In February 1986, it was changed to Anyang City, and in 2014 it was directly under the jurisdiction of Henan Province. Huaxian county is the core area of grain production in the Central Plains Economic Zone, the first major grain producing county in Henan Province, the advanced unit of grain production in China, and the only advanced county in grain production in China.
Daokou oil factory mainly produces vegetable oil and flour. The vegetable oil and flour produced by the factory not only ensure the supply of non-agricultural population in the whole county, but also undertake the task of external use and export. In January 1980, Daokou oil plant was put under the leadership of Huaxian Grain Bureau.
